This data is aggregated and used in calculations for anlaysis and reporting. All to satisfy air permit, NPDES permits and more. However, for ESG/sustainability reporting environmental teams end up doing double the work as the dreaded spreadsheet is sent around, resulting in wasted time, errors or in some cases misstated data. This talk covers the advances in data collection tied to environmental compliance calculations/reporting and how the same data collected for compliance can be leveraged in sustainability reporting, in some cases beyond the typical GHG to water use/recycling, materials and waste recycling and more.

Leveraging Measurement-Informed Methane Inventories in a Rapidly Changing Regulatory Environment

Between U.S. EPA’s NSPS Subpart OOOO rules, the WEC, the Subpart W revisions, the expected SEC rulemaking, and more, 2023 and early 2024 have been an alphabet soup of changing methane regulations at a federal, state, and international level. That trend is expected to continue through 2024 and beyond. While it can be hard to keep up with the nuances of each new rule, one trend is clear – developing an accurate greenhouse gas inventory is not only important for regulatory compliance but will also likely have very real financial impacts for many oil and gas companies through the proposed methane tax or other greenhouse gas intensity-driven requirements.
To that end, much of the new methane-related rulemaking allows or encourages the use of direct measurement technology to inform emissions calculations. This presentation will discuss the changing regulatory landscape as well as best practices for deploying methane measurement technologies in service of more accurate emissions inventories. Accurate emissions inventories are important for regulatory compliance and minimizing financial risk, but also serve as a powerful tool for identifying and prioritizing emission reduction projects. As recent and proposed rulemaking brings regulatory requirements into closer alignment with voluntary sustainability frameworks (i.e., OGMP 2.0, Veritas, MiQ, and more), the discussion will also identify synergies that may be achieved by committing to a voluntary initiative while implementing systems for regulatory compliance.

In the process of evaluating what new compliance requirements are being imposed by these rules, it is easy to overlook the new and additional recordkeeping and reporting requirements that go along with the required changes in equipment and operations to achieve compliance. Compliance with the new and amended regulations is only as good as the supporting recordkeeping to demonstrate and prove the compliance. Operators should evaluate what adjustments need to be made to ensure sufficient data for proving compliance and for quality and accurate reporting under these new regulations.
